Hello Mars,
this is an OEM extension command by PigeonPoint (Reset IPMC). It can be used to reset the IPMC to standalone mode in order to be able to use it without a shelf manager.
You can fine the list of PigeonPoint OEM commands in the software architecture document in section 7.3.2.3. most of them are meant for testing and debugging only.
